AFFORDABILITY

  • Tax on Luxury Rental Income, Paid by Landlords. If a Property Remains Vacant long-term, Landlords face increasing fees to incentivize Reduced Rental prices to meet Market Rates.

    It’s no secret that the skyrocketing cost of rent has disproportionately benefited landlords who continue to increase rates despite aging property and development that has long been paid off.

    Under Mayor Andrej, all commercial and residential property will be classified as either New (<30 yrs) or Aged (>30 yrs) construction, with Maximum Rent per square foot based on age.

    Properties with rental rates above the maximum will be subject to a Luxury Rental Income Tax on all rental income from that Property.

    If Landlords want to Charge Luxury Rates, they can Pay the Luxury Tax

    Proposed non-Luxury Rent Limits are:

    Residential
    $3.75/sqft < 30 years (New Construction)
    $3.25/sqft 30-45 yrs old
    $2.75/sqft 45-60 yrs old
    $2.25/sqft 60+ yrs old

    Commercial
    $4.50/sqft < 30 years (New Construction)
    $3.75/sqft 30-45 yrs old
    $3.00/sqft 45-60 yrs old
    $2.25/sqft 60+ yrs old

    Landlords who charge rent above these rates based on property age will be subject to a 30% Luxury Rental Income Tax on rental income generated by the property which will be used to fund affordable housing and city infrastructure improvements.

    Additionally, landlords will be required to file Certificates of Occupancy with the City, and those Properties that remain vacant for more than 90 days will start to incur Progressively Increasing Fees to help encourage landlords to encourage tenancy and utilization by lowering rental rates into alignment with Market rates.

  • No App-only Pricing. No Surveillance Pricing (Dynamic Pricing)

    Companies are increasingly requiring customers to download a Mobile-app or use an electronic device to receive a fair price for their goods and services.

    Under Mayor Andrej this will be explicitly illegal.

    All companies will be required to display and offer the lowest price available for their product or service WITHOUT the use of an electronic device or phone.

    Additionally, some predatory companies will provide different prices to various customers based on their address, demographic, or mobile device type (iPhone vs Android) to discriminate based on their perception of the customer’s ability to pay. This is blatant consumer discrimination and will be explicitly BANNED under Mayor Andrej.

  • Incentivizes the Sale of Prepared Whole Nutritious Foods from Local Stores and Restaurants

    The City of Los Angeles will offer revenue matching to qualifying small businesses and restaurants who sell fresh, nutritious food for take-home dining, paid for by a 20% tax on ultra-processed foods and 10% tax on fast food sales by companies with more than 10 locations nationwide.

  • City-Owned and Operated, High-Capacity Pubic Dormitories for the housing-insecure.

    The City of Los Angeles will build a new type of modern, highly-efficient, public housing option to address the increasing demographic of those who are at-risk or experiencing homelessness with 12×6 foot private, lockable sleeping quarters in repurposed industrial or commercial spaces at a cost of $250-450 per month, with waivers for qualified individuals experiencing financial hardship.

    Doing this will allow us to address the housing-insecure population en masse, using economies of scale by brining dozens of at-risk or struggling individuals under one roof, and provide them with resources such as group-therapy, low cost meal services, and education and occupational training to help put those at-risk on a better path towards independence and self-reliance.

  • One of the key challenges faced by young, working professionals in our Great City is the inability for them to buy and start investing in a housing asset. We will create incentive structures that allow Apartment Building Owners to allow qualified individuals and young families to OWN THEIR APARTMENT.

  • Too often the City is using Private Contractors to build the infrastructure that we need, creating an unnecessary middle-man that increases costs and reduces accountability.

    Under Mayor Andrej’s tenure the City of Los Angeles will expand the Department of Public Works to employ MORE Angelinos directly to build the things we need. We will bring our City infrastructure labor and responsibility in-house and provide more careers for those who want to use their talent and labor for the improvement and development of our City.

  • Our most important and high-traffic streets commonly have 2+ lanes of traffic reserved for Stationary (Parked) Vehicles. By moving those parked cars on to side streets, we can dramatically improve traffic flow and Public Transit Expressways

    While LA Metro has been making a noble effort to increase High-Occupancy Public Transit Lanes in LA, they are often doing so at the expense of existing lanes, thus causing more congestion for existing traffic and drivers. We can instead Repurpose the Existing Metered Parking Spaces on high-traffic Main Streets, then use the reclaimed space for High-Occupancy (Micro Bus) and Public Transit Express ways, or additional driving lanes on high-traffic streets without an Express Lane.

    To compensate for the removed parking on Main Streets, we will create additional parking on side streets using Back-In Parking (BIP)as described here to increase parking on ALL side streets by 25%+ to compensate for the repurposed parking spaces on Main Streets.

  • Increase total number of City Council-people, grouped into 5 new, larger multi-member Districts

    The problems of our city are exacerbated by a fractured city-council system where Council-people are required to represent 250,000+ people each - more than any other large city in America.

    Additionally, the people in the districts that they represent are often very diverse economically, yet the person elected to the office for that district only represents one of several economic strata of residents.

    By reducing the total number of districts to 5, but increase the Number of Council-people to 25 or 30, we can make sure that the BROAD interests of the constituency is accurately and proportionately represented for any of the 5 Larger regions of Los Angeles.

  • Use City Resources and Volunteer Efforts to Clean up and Improve our City Parks and Public Markets, providing more ways for Artists and Small Business Entrepreneurs to directly access the economy

    While the Statewide lifting of restrictions on street vending have certainly been a benefit to entrepreneurs and small businesses, they still lack the density of buyers and crowds that are required to sustain their small business and thrive.

    We will repurpose small sections of our Public Parks and Recreation areas for short-term Applicant-approved vending so that our parks and public spaces can become more economically viable places to start a small business, while increasing the desirability for the public to visit those spaces where they can find a rotating cast of locally produced, direct-to-consumer Food, Goods, and Services.
